    Browns' priority is picks

    Browns coaches and front office staff returned from a summer break Monday and immediately started preparing for the opening of training camp.

    Top priority: Getting the team's seven draft picks signed by the time rookies take the field July 22.

    The Browns are about $1.4 million below the NFL salary cap of $75 million. The team has been allocated $3.1 million for its ``rookie pool,'' the amount rookies can be paid.

    Because only the top 51 players count toward the cap in camp, the team will not have to restructure any contracts or make any player moves to sign the rookies.

    The team may have to make an adjustment or two when the regular season roster of 53 is set, with defensive end Courtney Brown ($5.5 million salary) and quarterback Tim Couch ($6.2 million) the most likely to be asked to restructure
