    Decisions under heat

    Front-office types are a lot like fans during the NFL's regular season. They root, rant and rave for their teams, all the while second-guessing moves they made the previous off-season and casting an eye toward ones they'll make the next.

    OK, so it's a lot more complicated than that, but there's no doubt that the most crucial decisions made by league executives come from February to the time their teams report for training camp in the heat of the summer. In between, they must decide which players they deem worthy to re-sign, which to release, which free agents to pursue, which players to draft and which undrafted players to hit on -- and do it all within the delicate balance of the salary cap.

    Starting this week, the handiwork of front-office staffs across the league will begin filing into team headquarters to open training camps for the 2003 season. Some of the toughest decisions of the year still face them -- as in final roster cuts -- but the framework for each club is in place.
