He could be waiting to see where Deshawn Jackson is going. Maybe he wants to gang up with him.

Bills have best landing spot, but he's holding out for a better offer? Would like a resolution to this either way.

How? There's no guarantee as a starter and the QB is unproven.

IMO Carolina is far and away the best spot if they make an offer. It's going to be an open competition and Cam is undoubtedly the better QB.

They haven't made an offer that I've heard of yet.
I agree it would be his best shot at being #1.

Carolina is super cap strapped.

Britt's reunited with Fisher in St Louis for one year https://twitter.com/ProFootballTalk/status/450775097104551936 Rams signed WR Kenny Britt, formerly of the Titans, to a one-year, $1.4 million contract.

Yeah but I still would have liked him or a veteran added. I'd still go after a guy like Nate Burleson or Sidney Rice or Jason Avant into the fold as it give us a veteran that could at least compete for one of our top 2 spots or maybe put the scare in TJ Graham so he has to work for his roster spot. I know DeSean Jackson's better than all of the above but I think the Bills need a move the chains type WR which isn't Jackson's strong suit. I'd also welcome the chance to improve the TE depth with a guy like Jermichael Finley or Owen Daniels.

That means the Bills completely passed on him, like several others after talking with him once. He must have some serious skeletons.

I posted the other day, the rams expected to sign him.

I think he wanted to play for Fisher again, not much of a contract.

He could earn up to $2.9 M which a fair contract. Honestly the $1.4M was more than I'd expect most teams to offer him as was expecting most to offer him the vet minimum with a small signing bonus.
