The Ravens are in desperate need of a FS and a RT more than anything else. Given their traditional propensity for having strong defenses, it makes sense to fill that need 1st since there will likely still be a viable RT candidate in the 2nd round. While Calvin Pryor is a more aggressive and physical styled Safety, Clinton Dix better suits the Free Safety position that they need given that last year's 1st round pick, S Elam, is better suited for playing in the box & play the traditional Strong Safety.
