I'm not convinced that a stadium positively affects the area its built in. It really depends on how it is used. In Cleveland, it doesn't appear the stadium has changed the waterfront much there.the FnC sat in an area that was stagnant for much of its life before Canalside started developing. With Harbor Center, it really looks like that area is coalescing into a destination.
I think what a new owner will want is PSLs, higher ticket pricing, and most likely less tailgating. That would make a waterfront or downtown stadium more likely.

Everybody will look like Raiders fans, then.

Traffic from Buffalo would be brutal... River Road and Niagara Falls Blvd would be packed. Not sure how you pull that off without some major road work. Plus, why build there if you want to be in the boonies? We already have a stadium in the boonies. Save $500 million dollars and just renovate that if this is the best option.

Yeah, but I can go down either and cut over on side street in about 3 miles and be home quickly so I don't care

Then you should know how close that property is to Love Canal.

I grew up 5 or 10 minutes from there.

Traffic would be a nightmare with a stadium there.

Niagara County is not an option in legal terms.

Erie County is where the future of the franchise is literally written.

The recent lease agreement basically guarantees that the team's next stadium will be built in Erie County.

Widening of the Lasalle expressway would be a must.

Outside of being in close proximity to Doc's home does this stadium offer anything else?

I don't think just having the vacant land is a big enough selling point. That may be an issue for some cities but I don't think Buffalo has that issue.
