A league source tells us that Paul Vance has become the de facto General Manager in Jacksonville in the wake of the departure of Tom Coughlin.

After Coughlin was fired, owner Wayne Weaver replaced him with a head coach (Jack Del Rio) and a personnel man (James Harris), who specifically did not receive the G.M. moniker.

Meanwhile, Vance has continued to work in the background as a businessman with no football knowledge or pedigree, and his influence has continued to expand.

We've written in the past about this phenomenon. Many owners have a right-hand man who participates in the management of the organization despite the lack of traditional football skills. This allows guys like Vance to claim credit when all is well -- and to avoid any/all blame when the team tanks.
