Rain and wind definitely helpful for the Bills. If both teams have to run due to weather, the Chargers offense has 2.5 YPC while their defense has allowed 5.6 YPC this season. Plus, it's rained once here in SD for 10 minutes the last three months...Chargers won't be used to it.
