There is no law preventing the NFL from fixing its own games.
If, as the employer, the NFL orders its employees (referees, coaches, or players) to conduct themselves in certain ways during certain games, no law is being broken...

I'm not sure that legal analysis is correct.

What about states where betting on games is legal? The NFL could fix a game and the people who know about it could make a killing off the casinos and people who made bets thinking the outcome would be the result of a fairly-played game.

I'm not a lawyer but I can't imagine that being legal.

I believe the NFL is also classified technically as an entertainment venture and not a sports organization.
