Little bit surprising; #Giants (https://twitter.com/hashtag/Giants?src=hash) lead the way in number of UFAs signed thus far with 7. Conversely, #Seahawks (https://twitter.com/hashtag/Seahawks?src=hash) only tm tht has yet to sign one.

Of course.

The Giants have a god GM. And some of those lesser-heralded signings from your list look like they could help the Giants fill in missing pieces they need.

They liked, and lost Rolle, but he was becoming expensive for their tastes I think.

I'm still not so sure about some of Whaley's moves.

No. Now entering his third off-season, it's pretty obvious that Whaley's philosophy is to spend money on skill positions ("bling"), and draft/develop linemen.
