Seven rules changes, and only 1 mentions the word "illegal."

This was a good one :
5. Make it a foul for delay of game when a team attempts to call a timeout when it is not permitted to do so, unless it has a coupon from not using timeouts the previous week, in which case the coupon can be redeemed for a fresh timeout with permission to use it when presented.

That's actually a very nice chop block.
Why is such a thing now illegal for a player to have in their locker room, or on the field?

This was a good one :
Personally, I like rule number 1.
Permanently remove Bill Belichick's hoody and allow the defense to tackle him on the sidelines.

My thought is that they'll revise that one during preseason to reflect successful reception of unprocessed meats prior to 2 minute warning.
