I would assume this means they see Powell as more of a WR and less of a returner. Reggie Bush and Brandon Tate will function as the primary returners until Easley returns. Once he's back the one who is less effective loses his spot to Easley.

Does Tate cover kicks as well?

Bush may not do any type of returning, then again Tate could be inactive.

I think Reggie will see a little time in the slot to get mismatches on LB's. Not a ton but I'm guessing Roman would like to get him on the field 10-15 plays a game to keep opposing defenses honest/guessing.

Also Goodwin is a lock to get hurt within the first 4 weeks, making Salas and Powell important rotation guys as the season goes on.

Tate's a decent player...watched him for 5 years. I always felt he should have gotten more pass catch opportunities with CIN.
