the theory is right, the call was junk.

The theory, is if you plan on going for it on 4th down, you RUN on 3rd down to make it a shorter attempt. Especially since everyone expects you to pass on 3rd down. The problem is it was a gadget play run to the outside. Generally when you're trying to gain ANYTHING you run between the tackles. Running outside on a gadget play on a reverse or QB whatever/option is a lower percentage play for most teams/players. Had it been TT it probably would have been a solid call. But Cardale is no TT on the ground.

They have one who is a rb pretending to be a qb, another who has no accuracy at all if he can't plant his feet, and a guy who has a cannon and nothing else.
