Would be hard to tell that without the All-22 and even with that, you don't know the play call or which progression he was.

No targets seems odd given how he's looked in camp, but we need more information.

Not having seen the game, my best guess is that either the Bills were more interested in giving Watkins touches than Zay Jones, or Tyrod went that way because Watkins is something of a security blanket for him. Forced to pick on of the two, I would go with the latter, and the Bills are confident enough in Zay that they didn't feel the need to keep him in the game after the starters were done just to see if he could catch the ball. I suspect the Bills will make an effort in the next game to give Zay at least a few opportunities to catch the ball.
