Looking for the absolute best case draft position scenario

So I'm up thinking how do the Bills get the best case scenarios for the first 2 rounds, so here I go. Let's see if you can do better than this:

First pick round one (#1): Bills finish with the worst record in the league outright and draft #1.

Second pick round one (#2): Tie between KC & LA Rams, with KC having the lower strength of schedule and being granted the second pick in the first round which is Buffalos'.

First pick round two {#33): Buffalo outright picks

Second pick round two (#34): Buffalo gets LA Rams first choice from KC strength of schedule tie-breaker.

Can you do better with what we have in hand now without trades or debate ?

Bills draft #32 in the first round, and don't give a **** what the 31 losers did this season.

    I win.

So, the Bills will become the 1st team team to pick #1 and 2 in the draft since the Colts in 92. Then go on to pick, modern day versions of Steve Emtman and Quentin Coryatt?

                  32nd is the best scenario.

I think it's realistic the Bills will have two top 10 picks. They could prolly ship those to NYJ for #1.
