It's all relative. Every QB plays worse under pressure. Some just handle the pressure a lot worse; and Dalton is one of them.
If the Bills can generate consistent pressure with the front 4 (so that not sacrificing too much for underneath coverage), they can make him look really bad.
The opposite is also very true, as I've seen many times from the Pittsburgh angle. When the Bengles are able to run the ball effectively and Dalton has time in the pocket, he looks like an all world beater utilizing all those weapons he has.
