Is Carmen Policy preparing Browns fans for something?

When talking about the quarterback situation, the Browns president said all the right things about it being the coach's decision.

But he added, ``I hope (Butch Davis) doesn't take too much heat when he makes the decision.''

Doesn't sound like it will be Kelly Holcomb.

Understand that Policy insists Davis still has an open mind about his quarterback. Even Policy -- the team president -- says he doesn't know what the coach will do.

Well, I do.

And down deep, most fans do.

It's going to be Couch.

Policy caught up in quarterback intrigue

Predicting who will be the Browns' starting quarterback has been an exercise in reading tea leaves. Yesterday, Carmen Policy contributed to the intrigue.

Asked about coach Butch Davis' upcoming decision, the Browns president and CEO said, "I'm going to be behind him no matter what he decides. I hope he doesn't take too much heat when he makes the decision.

"I am being very honest when I say I don't know what he's going to decide to do. I'm not sure he knows at this point. That's part of the fun of it, the excitement of it, but also part of the frustration."

Davis has said he will pick his quarterback before the third preseason game at Detroit on Aug. 23.

"The time is coming [for a decision]," Policy said. "There was to be a leader there in that backfield and a leader recognized by the team as the person who's going to lead the way into the regular season."

Policy reiterated that the salary differences between Tim Couch ($6.2 million) and Kelly Holcomb ($825,000) will have no bearing on Davis' decision. The backup quarterback will not be moved - this year - he said
