Per Front Office Sports(who quoted ESPN 1000 Chicago Bears reporter Courtney Cronin), the Bears are no longer focusing their efforts on the suburb of Arlington Heights. Instead, they're now looking at a new $2 billion lakefront domed stadium south of Soldier Field. She adds that the new stadium would be publicly-owned.

Even the Bears are smart enough to build a dome.

If this comes to pass, they are going to have to resolve the dual issue of transit(getting to and from the new stadium)as well as parking. A parking ramp currently occupies the site where I presume the new stadium would be, but to be honest the old stadium could be converted into parking. Additionally, there are stations on the Red and Green lines that are within a 15-minute or so walk to the stadium. What I hope the Bears do is tell their fans "Use public transit to get to the stadium. Parking is at a premium."
