Help me out - I'm a little slow

I know Chris Berman has the quote, "nobody circles the wagons like the Buffalo Bills," but I can't figure out what that means.

I'm guessing it has something to do with the bandwagon concept but I can't figure it out.

Little help please.

What he really said was "Nobody circles the Wegmans like the Buffalo Bills."

I wasn't aware Buffalo Bill had a gang and robbed wagons He used to slaughter Buffalo from trains, and had a world famous wild west show, but no gang.

I think its a pretty good question...I'm sure most people don't know what it refers to....
