Question about "game value"

Before everyone starts in on "counting games before they are won/lost", I wanted to clarify how games are counted (in case of tie breakers etc).

Are home games "worth" 1 -1/2 when they are interdivision? If the visiting team wins, do they get that 1-1/2 or just the "1"?
