I can almost guarantee you that if it does take effect, it will be very short lived.

It will probably be written into all player contracts that the players waive the confidentiality.

The injury lists were created by the NFL for the main purpose of preventing inside information from getting to people betting on games. The NFL hits teams with heavy fines for not reporting and/or underreporting injuries or the severity of injuries. Sometimes you will see injury reports with a dozen players on them, most of them for really minor stuff that is already healed by game time.

While the NFL does not condone betting, they realized long ago it is a huge staple for the fans. So, to keep up the illusion of not having games fixed, the NFL wants as much info as possible out in the open.

In the old days, coaches guarded injuries like state secrets. But when a heavily favored team got beat, and the public was not aware of serious injury to the star player, the appearance was that of a fixed game. It didn't help that trainers and towel boys were well compinsated for leaking this kind of insider info to the bookies and handicappers.
