After a disappointing 2003 season (at least, after the first couple of games) Bills fans are asking themselves, “how is this thing going to get turned around”? There has been much discussion on making a bigger commitment to the run and improving turnover ratio (with good reason), but another important factor is overlooked: Penalties. Buffalo was flagged with 106 penalties for 891 yards - both numbers rate in the middle of the NFL pack.
