i think it depends on the offense you run as to whether he is a great pick..

for buffalo's offense.. i think rivers is the perfect qb.

but at #1 over a player like Taylor who SD and Buffalo both need

It's never a guarantee with any player, but if you're SD for example, and you think Rivers would perform in your system better than Manning, then you take him. On the other hand, you could drop down to where you think you could still get him. If you know that Oak, AZ, NYG would all pass on Rivers, then maybe you could get him at #5 while picking up extra picks. But to pass a player in a certain spot because his 'projected value' doesn't add up to the so-called value of that particular pick is stupid in my opinion. If you think the player warrants that pick, go for it.
