He is a DB that was with the Jets during the pre-season. They signed him to the PS. IMO, they signed him to replace Ahmad Brooks who is now on the 53 man roster. It also shows the Bills probably won't decide to bring back Robertson after his suspension.

They could sign Pink Floyd for all I care if it gives them a better chance at winning.

From the sound of his bio he's another James Bostic clone. 5' 9" and 185. If they wanted another DB to groom, I would have hoped they'd get someone with a little more size.
