(Sports Network) - Among those who recall Scott Norwood, the Music City Miracle, or four straight Super Bowl defeats, the Buffalo Bills have acquired a reputation as lovable losers. The label is undeserved, of course. The franchise was one of the most consistent NFL winners of the 1990s, posting eight 10-or-more-win campaigns during the decade. It just couldn't get over the hump on the biggest of stages.

In recent years, the Buffalo Bills have been good at making headlines in the offseason. It's the regular season and playoffs when they have become yesterday's news.

Since president and general manager Tom Donahoe took control of Buffalo's front office in January 2001, the team's moves have included controversial cuts (Doug Flutie), blockbuster trades (Drew Bledsoe), big free-agent signings (Takeo Spikes, Lawyer Milloy), draft-day gambles (Willis McGahee) and coaching-staff overhauls.
