If they told them one by one then their agents would start leaking their names as they tried to get other teams interested in their clients. If they told them all at once they would have to have the entire team there minus those excused.

I would think that if I was a free agent I would like to hear it in person so I could judge myself if Bills had interest in PS and how much interest.

I'm pretty sure that they'll call all the players being cut and talk to them individually (either over the phone or in person - probably depending on the individual being cut and where they're located at the moment). I don't think they'll mind if a player's agent starts contacting other teams immediately - the guys are getting cut after all.
