Quarterback Tim Couch, signed as a free agent June 16, had taken the majority of snaps early in camp to learn the Packers offense. Biceps soreness, however, sidelined him for several practices and limited him to just three preseason games (11-of-34, 96 yards, no TDs or INTs). Also released was rookie free agent Scott McBrien, meaning the Packers will enter 2004 with Brett Favre, Doug Pederson and Craig Nall at quarterback for a third straight season.

I think he'll end up where there's already an inferior QB, where they're looking for an "upgrade", or where there's an undisputed #1 QB, where there's no question he'll be a backup. No reason to bring him in to a team as a backup where he could create a QB controversy.
New England, Indy, San Francisco, Arizona are my guesses.
