Donahoe by far! Butler's success in Buffalo was on the tail of what Polian built, and by abusing the Bills' cap future. When he went to San Diego, he didn't do much. He was fortunate to have a commodity in Mike Vick to trade and acquire a lot of low picks. Without that, San Diego would still be a lousy team.
