NFL has uniform rules and if you are an elligible reciever covering the end of the Line of scrimmage, you need a number in the 80's, or between 11-19.
Otherwise, he would need to report to an official as an elligible reciever on every play -

I never understood why rookies would want to make a name for themselves by anything other than their play. It's trivial that he wants a number other than what receivers wear. Who said anything about Roscoe wanting to change the rules. You guys are trying to blow this way out of proportion. A reporter asked Roscoe why he chose #11 and he said it was because it was similar to #1, the number he wore in college. So what if he wanted to wear his college number? Most players do. Besides, Trafford is on the bubble as far as TEs cause at this point I figure Campbell and Euhus are locks...Neufeld has a great shot to stick and then we've got Everett as well..the number should be available Opening Day...which, on another note...isn't it a pain in the ass when players switch numbers? Shaud Williams was #40 last year...#20 now...Sammy Morris wore both #45 and #33 while he was here...and how many people remember that Antowain Smith wore #26 in his rookie preseason...got #23 when S Matt Stevens was cut due to steroids
