I don't understand that either.

They put him in to mop up with 2 minutes left against the Packers.

Same reason that the guy most likely to be the backup RB, Shaud Williams, hasnt played hardly at all. They are known quantities and very likely to be the guys. If its preseason, time for player eval, why not play the guys you know the LEAST about?

How come Joe Burns has been our back-up RB for the last 3 years? What's so good about this guy?

And on top of that, how come I can not recall ever seeing him in preseason action? What's up with that!

Joe Burns is a very good special teamer, but not much of a running back. If he makes the team again, you will see him a lot on STs, but very little on offense.

He is a waste of a roster spot. can not recall him ever making a big tackle on ST. get his ass out of Buffalo.

He played a lot in the last couple preseasons and did well in B-lo. Because of the influx of talent at RB, Burns has been outclassed, and will probably be a late cut. Lee may be cut as well, b/c it seems that he's been beat by Williams and Gates.
