there are times...

way back when Don Shula was the competition committee in charge of the refs and every year the Dolphins were the least penalized team in the league...

a little while ago Bill Polian was on the competition committee and all of a sudden the Bills got really good after being really bad for a long time...

now Atlanta has a $100 mil QB that sells lots of jerseys....

No matter what he does, Al Davis is so hated by the league his team rarely gets breaks...
