I think it is because there is alot of hidden talent there, both on the coaching side, as well as the players. The talent is masked by Mike Brown, who consistently squanders this talent by mismanaging his ball club.
Hey, when they draft in the top 5 EVERY DAMN YEAR, there is bound to be some talent that is being wasted. -
