Three reasons:

1. He was NEVER mentioned as a potential Bills HC.
2. He is far less experienced than Sherman, Jauron, April, Rivera, Gray and Haslett
3. The Bills interviewed two other candidates then suddenly rushed him in- that implies they made a decision and are just trying to comply with the Rooney Rule.
