They're probably doing the old-fashioed stare-down to see who blinks first. With all the hype about Moulds getting released, the Bills probably realize that other teams might be inquiring his agent (tampering, yes, but we all know it happens). They probably want to keep the rights to him as long as possible to see if maybe the others aren't offering as much as they were willing to dish out, leaving the restructured offer on the table until the last possible moment.

I have heard (yeah I know....) they are still trying to work a trade. If they can't he will be cut tomorrow. We will see.
