The NFL is going to need to act like congress and add line items which directly help hold out teams to settle negotiations. Such a bribe may include:
1. One year forgiveness on being over cap so $nyder's Redsucks can be bailed out
2. More individual marketing rights which do not count towards common pool like Dallass has already been granted
3. Granting certain High Revenue teams a Superbowl every 10 years or so.
By "recognizing" their "special contributuons" NFL might be able to peal off a couple of owners enough to get an agreement.
