Did I sleep through this? Is he signed? Is he tendered? If so, at what level? I'd feel better knowing this guys locked up. Thanks to whoever knows.

As an exclusive rights FA, he was given the minimum tender of $385,000.....Bills are apparently trying to sign him to long term deal.

OK, I don't speak fluent "exclusive rights FA". What does signing him to the min tender do for us? Does that mean he's ours for this year or what?

Since none of the "experts" care to answer, I'll take a shot.
First the rule.

Restricted Free Agent – An NFL restricted free agent can also sign with any team with restrictions. Restricted free agents are players who have completed three accrued seasons of service and whose contracts have expired. They receive offers from their old teams and are free to negotiate with other teams. If the player accepts an offer from a new team, the old team can elect to or not to match the offer. If the old team does not match the offer, then it could receive draft-choice compensation depending on the level.

It would seem if we offered only the minimum tender that any team could offer Peters a contract and if we did not match we wouldn't get anything back since Peters was not drafted. I'm pretty sure the min tender normally gets you a pick = to the round the player was drafted. I'm surprised we would only offer the min tender here since it leaves open the possibility we could lose an important player for no compensation.

No. Exclusive Rights Free Agents are not allowed to negotiate with other teams if they are tendered. Peters can' go anywhere. Restricted Free Agents are another class.

Essentially Peters has no bargaining power. His options are to negotiate with the Bills or bag groceries.

Too bad the new NFL-NFLPA deal went through; the Bills could have kept the demigod for four more years before he could be a FA.

Absoultely agree. Marv appears to favor the common sense approach, but I think his reputation for fairness and integrity is well deserved.
