The restricted free agents can...but the Bills will be compensated if they sign elsewhere.

The smart ones will wait to sign the tender until the deadlines approach. What advantage is there for an RFA signing early?

If another team doesn't get their needs filled via unrestricted free agency and there is an RFA out there they like, they might just try to go after them.
