Hammister had no idea how tough it was going to be to get this money. The parking ramp and sound curtain costing about 15 million were really a stretch and unneccesary. That money could almost pay off Adelphia.
Also, no matter how you cut it, state money was going to Adelphia from one hand to another, because the money he was giving to Adelphia he didn't have to do the other things he wanted. If he doesn't give that money to Adelphia he needs less state aid.
