According to Shout! newspaper, the Bills first pick will be #46 (14th of the second round), then they alternate the 13th and 14th choices in later rounds. Dunno why they alternate, but hope that clears things up a bit.

They alternate with other teams with the same record.

The #14 spot in the first round (traded to the Patriots) is due to the fact that Buffalo's 8-8 record was against inferior competition as compared to the other two 8-8 teams measured by the win-loss records of their opponents. Thereafter, there is a rotation among the three teams that share an 8-8 record so that each one has a chance to pick ahead of the others. It works this way every year when there are teams tied with the same record.

If two or more teams have the same record and the strength of opposition is identical too, draft order in the first round is determined by coin flip, then the rotation kicks in.
