I think ESPN and CNNSI use actual quotes from newspapers and things like that. Eklund usually just makes the stuff up.
Actually, I think that is percentage of the team signing him. If you add most of them up, they equal 100%. If a player has 10%, that is 10% chance the team will sign him.
For what it's worth, if they signed about 3 or 4 people from that list, grabbed a back up goalie, and re-signed Miller and Poms we're looking at the second round at least.

Orpik is my number one free agent, but I don't think the Sabres FO shares the same opinion.
