He does lose the opportunity to reach some incentives because he isn't playing. Those incentives are probably LTBE this season and thus count towards the cap, because he had a great year last year and reached them. However, I don't think he has much of his contract tied to incentives, so it isn't big money. Whatever LTBE incentives not reached are reconciled and credited to the next year's cap, if not offset by other stuff.
For a lot of players, they do make less money on IR. Most players drafted after the 2nd round receive split salaries for the first couple years of their rookie contract. A split contract designates the salary amount (usually the minimum) when active, but a separate rate if placed on reserve (about half). Besides 2nd-day rookies, veterans who sign minimum deals because they don't have much leverage also have to accept a split salary.
