Veterans cut from IR are paid a settlement. What that settlement is could be a percentage or the whole thing. As far as cap terms, it really means nothing. Technically, there is no salary cap and the Bills are far underneath the cap from last year. Whatever they paid Green was pocket change in the big scheme.
