Playmates and porn stars are the obvious choices... But, another option could be clebrities that have appeared nude in Playboy (I dunno if you'd consider them "Celebrity Playmates" as mentioned above.
Even though it is a "NSFW" forum or whatnot, I don't think that prevents you from putting up non-nudes. You could just reserve some really desired women for the No-TOS auctions as well... I think you said a lot of people have mentioned Sofia Vergara? Why not make her an NSFW auction... Might persuade more people to donate as well...
In short, I don't think you have to have a certain "group" of women... Just have women that you can ONLY get in those auctions... Kinda like DLC on video games... You can play the game without DLC (Non-TOS membership) but you get extra access/costumes/characters (cards) with the extra membership.
