That's just Yardrat butting up against his cognitive dissonance. You want samples? How about fiscal years since 1981? Democrats: N=11, Republicans: N=20. Want to bet there's a nice correlation there?

And Yardrat's assertion that Clinton was an aberration is specious. Clinton didn't just bang a few interns and wake up one morning and the budget was in the black. Real work was done.
