I do have one question though... Do I need webhosting if I want it to have some social network features? I want my users to be able to post a 100% public profile page in which they can be located by entering basic search criteria - state, county, and city.

Ah. Was wondering because your question seemed odd, since every website requires web hosting of some sort. I now see that network solutions calls it "web hosting" to differentiate it from their free websites.

Yeah, you would need the hosting packages to do what you want. The free service doesn't offer any database/filesystem for persistent data storage. Probably doesn't allow any sort of server side scripting either.
