Why is Tavaris still inactive? Why did we waste a draft pick on bringing him here?

I was thinking the same thing after Nix said Buffalo needs to find a QB. Either Buffalo wasted a pick(most likely) or Fitz is done after this year and Jackson starts next year while a rookie learns the system.
