It makes sense, Brady is coming off one of his worst statistical seasons and will be 37 when the season starts. It might not be after this year but Brady might be hanging up his shoes in a year or two and it's smart to start looking for his successor. Especially with Mallett due to be an UFA next year.
They're hoping for an Aaron Rodgers situation: someone to sit and watch Brady for two years then be ready to start without missing a beat.
Also it could just be pre-draft GM speak to throw other teams off of their true intentions.
I agree it is smart for them to start planning for the future as Tom does not have more than 3 seasons left probably.
