The question is why didn't they figure this out in the off season. What the hell were they doing?

They did try to figure this out during the offseason. They failed.
The time to have "figured this out" was prior to reaching to draft him. It's too late now. To suggest that the way that Manuel is playing was not predictable is ludicrous. Two guys spent more time than anyone assessing Manuel and to date they are spot on. Didn't our marvelous scouting team, led by Whaley, ever read that article? What were they actually looking at besides merely superficial nonsense that they should be overlooking.
Meanwhile, the ones getting screwed, again, is us. Hopefully this results in the end of the honeymoon for Whaley and the absurd notion that he's the next up-and-coming genius among NFL GMs. It gets old reading stuff like that as he runs the team into the ground more than the prior horrible GMs we've had.
Oh please please please please give us a new owner that cares about winning!! Pleeeeaaasseee!!!!

I think Tuel looked pretty good last year ... he also looked like he wasn't ready.

If EJ Manuel continues to suck nuts and shows no signs of improvement, I think the Bills will give Jeff Tuel an opportunity to win the job.
Manuel has a lot to do with the backup QB competition because the backup QB will be his replacement if he doesn't get better.
Marrone is smart enough to not start a QB controversy by saying the starting QB job is, "up for grabs."
Marrone said there will be an open competition for backup QB with a hint, hint, winky wink.
If I were EJ Manuel, my ears would hear, "There will be an open competition."
If Tuel can show that he is the more accurate passer, and can read a defense quicker and better than EJ Manuel, what would you do?

Here are the positive things that show up consistently on film...
- Good mechanics and a good arm. No worries about making the throws at the next level.
- Excellent mobility for a pocket passer. He can buy time and pick up extra yardage at times.
- Has an accurate arm on the intermediate and deep balls.
- Has a good feel for the position. Uses touch when needed but can fire the ball in there too. He throws a beautiful fade ball in the red zone.
- He’s relaxed in the pocket and sees the field well.
- Keeps his eyes downfield even when his protections breaks down, which it often did. This will serve him well as a pro.
- Has a good quick release and can set up and throw when on the run.

Patient, game manager who makes good decisions in the pocket. Buys time for receivers, displays good pocket awareness, and remains poised under pressure. Displays enough agility to elude defenders and make throws on the move. Accurate, gives his receivers a chance to make receptions, and displays nice timing on passes. Throws a catchable pass.

EJ Manuel...
Accuracy is up and down. Short arms deep passes at times and must continue to work at not placing throws. Footwork needs to be cleaned up. Throws off-balance when uncomfortable in the pocket. A beat late on some passes will get him in trouble. Works through progressions reasonably well, but needs to be more decisive in his throws.

Manuel hasn't demonstrated that he can patiently go deep into progressions or process defenses at an advanced level. In general, he wasn't asked to do many advanced tasks as a passer at Florida State. He sometimes looks hesitant to pull the trigger and tends to err on the side of taking his checkdown option. Manuel's deep-ball accuracy is very erratic.
