The reports on Twitter don't seem to indicate this is strictly about the Bears playbook. ESPN reporter Field Yates says this is about trying to upgrade the QB position.

The only thing I like about Palmer is he a NFL veteran granted he hasn't played many games but he's been in NFL locker rooms and maybe he can be a bit of a brain for EJ to pick on the sidelines. Does anyone have a game dressed count for Tuel or Thad? As if Palmer's around I wouldn't mind seeing if we can get Tuel on the practice squad.
