Are the Seahawks selling watered down beer?

So they took several of the high ABV micros at the stadium and tested them, several were well below their listed strength. The Padres have been doing the same thing for years: http://legacy.utsandiego.com/news/me...-1n18beer.html (Bonus! The Padres concessions are run by Delaware North)

The Seahawks already were caught out for selling "Large" beers that carried the exact same amount as the "Small" https://www.youtube.com/watch?v=1xSDI9Gg63I

It's bad enough when the Redskins are selling skunky beer that's 3 months old (http://www.washingtonpost.com/blogs/...reshness-date/). I can understand attempts to combat the alcohol problems at stadiums, but to gouge fans on beer prices AND lie about it is horrendous. Potentially fraudulent.
