and with 1 year on his contract, wouldn't he need to be picked up at that $2.3MM rate?
the teams that want him are structured to win now and may be tight on cap space.

The Safety Kam Chancellor holding out in Seattle is supposedly the reason for the delay. Cap is tight.

Yes of course. His old contract is dead. There is a league minimum for a vet like him, but it is much less than a $1,000,000 per year.
